ബഹുമാനപ്പെട്ട മുഖ്യമന്ത്രി പുതുവർഷത്തിൽ പ്രഖ്യാപിച്ച പദ്ധതികളിൽ ഒന്നാണ് അക്ഷയകേന്ദ്ര സേവനങ്ങൾ സാമൂഹിക സന്നദ്ധസേന അംഗങ്ങളിലൂടെ വീട്ടുപടിക്കൽ ലഭ്യമാക്കുന്നതിനുള്ള പദ്ധതി. ഘട്ടം ഘട്ടമായാണ് ഈ പദ്ധതി നടപ്പിലാക്കാൻ ഉദ്ദേശിക്കുന്നത്. അക്ഷയകേന്ദ്രങ്ങൾ വഴി ലഭിച്ചുകൊണ്ടിരിക്കുന്ന പ്രധാനപ്പെട്ട സേവനങ്ങളായ മസ്‌റ്ററിങ്, ലൈഫ് സർട്ടിഫിക്കറ്റ്, സാമുഹ്യസുരക്ഷാപെൻഷൻ അപേക്ഷ, മുഖ്യമന്ത്രിയുടെ ദുരിതാശ്വാസനിധിയിൽ നിന്നുള്ള സഹായം, അടിയന്തര ജീവൻ രക്ഷാ മരുന്നുകളുടെ വിതരണം എന്നിവയാണ് ആദ്യഘട്ടത്തിൽ ലഭ്യമാകുന്നത്. സന്നദ്ധസേനഅംഗങ്ങൾ, കേരള ഐടി മിഷൻ, അക്ഷയകേന്ദ്രങ്ങള്‍ എന്നിവയുടെ സഹായത്തോടെ തദ്ദേശസ്വയംഭരണവകുപ്പ്വഴിയാണ് ഈ പദ്ധതി നടപ്പിലാക്കുന്നത്.
ദയവായി ശ്രദ്ധിക്കുക: സാമൂഹികസന്നദ്ധസേന അംഗങ്ങൾ വാർഡ് അംഗങ്ങളോടൊപ്പം ഗൃഹസന്ദർശനം നടത്തുകയും സർക്കാർസേവനങ്ങൾ സമയോചിതമായി ലഭ്യമാകുന്നുവെന്ന് ഉറപ്പുവരുത്തുകയും, അവരുടെ മറ്റു അടിയന്തര ആവശ്യങ്ങൾ ശ്രദ്ധിക്കുകയും അതിന്മേൽ വേണ്ട നടപടികൾ സ്വീകരിക്കേണ്ടതുമാണ്.
ഈ സേവനം ആവശ്യമുള്ളവർ അതാത് പ്രദേശത്തുള്ള അക്ഷയകേന്ദ്രങ്ങളെയോ തദ്ദേശസ്വയംഭരണസ്ഥാപന സെക്രട്ടറിയെയോ, ഉദ്യോഗസ്ഥരെയോ ബന്ധപ്പെടേണ്ടതാണ്. ഇതിനായി ഉദ്യോഗസ്ഥർ അവരുടെ പ്രദേശത്തുള്ള സന്നദ്ധസേന അംഗങ്ങളെ യുക്തിപൂർവ്വമായ രീതിയിൽ ഈ ചുമതല ഭരമേൽപ്പിക്കണ്ടതുമാണ്.
ഈ സേവനങ്ങൾ ലഭ്യമാക്കുന്നതിനുള്ള അനുബന്ധരേഖകൾ ഗുണഭോക്താവിന്റെ വീട്ടിൽ നിന്ന് ശേഖരിക്കുന്നത് സന്നദ്ധസേനാംഗങ്ങളുടെ ചുമതലയാണ്. ഗുണഭോക്താവിന്റെ കയ്യിൽനിന്നും ശേഖരിക്കുന്ന രേഖകൾ ഏതൊക്കെയാണെന്ന് ഒരു വെള്ളകടലാസ്സിൽ കൃത്യമായി രേഖപ്പെടുത്തുകയും, തീയതിയും സമയവും ഉൾപെടുത്തികൊണ്ട് ഗുണഭോക്‌താവിന്റെയും സന്നദ്ധസേന അംഗത്തിന്റെയും ഒപ്പ് നിർബന്ധമായി രേഖപ്പെടുത്തേണ്ടതാണ്. രേഖകൾ ശ്രദ്ധാപൂർവവും സൂക്ഷ്മതയോടുംകൂടെ കൈകാര്യം ചെയ്യേണ്ടതും, സേവനം സമയബന്ധിതമായി ലഭ്യമാകുന്നുവെന്നു ഉറപ്പുവരുത്തുകയും യഥാസമയം രേഖകൾതിരികെ ഏൽപ്പിക്കേണ്ടതുമാണ്.
സന്നദ്ധസേനാംഗത്തിന്റെ പക്കൽനിന്നും ഏതെല്ലാം രേഖകൾ കൈപ്പറ്റിയെന്ന് വിശദവും കൃത്യവുമായി ഒരു വെള്ള കടലാസ്സിൽ രേഖപെടുത്തുകയും, തീയതിയും സമയവും ഉൾപെടുത്തികൊണ്ട് അക്ഷയകേന്ദ്രചുമതല വഹിക്കുന്നയാളിന്റെയും, സന്നദ്ധസേനാംഗത്തിന്റെയും ഒപ്പ് നിർബന്ധമായി ഇതിൽരേഖപെടുത്തേണ്ടതുമാണ്. അപേക്ഷയിന്മേൽ വേണ്ട നടപടികൾ സമയബന്ധിതമായി കൈക്കൊള്ളേണ്ടതും ആയതിന്മേലുള്ള പുരോഗതി സന്നദ്ധസേനാംഗത്തെ യഥാസമയം അറിയിക്കേണ്ടതുമാണ്.
അല്ല. ഓരോവാർഡിലും സർക്കാർ സേവനങ്ങൾ ലഭ്യമാക്കുന്നതിനായി സേവനസന്നദ്ധരായ സന്നദ്ധസേനാംഗങ്ങളുടെ ഒരു കോർ ടീം രൂപീകരിക്കുന്നതിനാണ് ഈ പദ്ധതിയിലൂടെ സർക്കാർ ലക്ഷ്യമിടുന്നത്. അതേസമയം ഈ പദ്ധതിയോട് അനുബന്ധിച്ചുള്ള ചുമതലകൾ ഏൽപ്പിക്കുന്നത് സന്നദ്ധസേനാംഗങ്ങളുടെ ലഭ്യതയും സൗകര്യവും അനുസരിച്ചായിരിക്കും.
ഈ സേവനങ്ങൾ ലഭ്യമാക്കുന്നതിനായി വഹിക്കേണ്ടിവരുന്ന അനുബന്ധചെലവുകൾ സന്നദ്ധസേനാംഗങ്ങൾക്ക് തിരികെനൽകുന്നതിനുള്ള നടപടികൾ സർക്കാർ തീരുമാനത്തിനു വിധേയമായി നടപ്പിലാക്കുന്നതായിരിക്കും.
എല്ലാ സന്നദ്ധസേന അംഗങ്ങളും അവരവരുടെ വീടിന്റെ കൃത്യമായ സ്ഥാനം (ലൊക്കേഷൻ) https://tinyurl.com/akshmap എന്ന ലിങ്കിൽ താങ്കൾക്ക് എസ്.എം.എസ്സായി (SMS) ലഭിച്ച ലോഗിൻ ഐഡിയും പാസ്‌വേഡും ഉപയോഗിച്ച് രേഖപ്പെടുത്തേണ്ടതാണ്. (ലോഗിൻ SMS ലഭിച്ചിട്ടില്ലെങ്കിൽ സന്നദ്ധസേന ഹെൽപ്ഡെസ്കിൽ ബന്ധപ്പെടേണ്ടതാണ്.) ഇത് ചെയ്യാൻ ലൊക്കേഷൻ സേവനങ്ങൾ (ജി.പി.എസ്.) ഉള്ള ഒരു സ്മാർട്ട്ഫോൺ ഉപയോഗിക്കണം.
ഈ ലൊക്കേഷൻ ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥർക്കു തങ്ങളുടെ അടുത്തുള്ള സന്നദ്ധസേന അംഗങ്ങളെ കണ്ടെത്തുവാനും അടിയന്തര ഘട്ടങ്ങളിൽ അവരെ വിന്യസിക്കുവാനും സഹായകരമാകും. അതുകൊണ്ട് എല്ലാ സന്നദ്ധസേന അംഗങ്ങളും OSM പോർട്ടലിൽ തങ്ങളുടെ ജിയോ-മാപ്പിംഗ് എത്രയും പെട്ടെന്ന് നടത്തണം എന്ന് അഭ്യർത്ഥിക്കുന്നു.

This Project is one among the New Year Projects declared by the Hon’ble CM. The project is expected to be implemented in phases. In Phase one, four important Akshaya E-Services, namely, Mustering, Life Certificates, Social Security Pensions, and CMDRF Applications and delivery of emergency lifesaving medicines to the needy. Department of Local Self Government would lead the project with actual support from Sannadhasena Volunteers, KSITM and Akshaya Centres.
Please Note: Volunteers in each Ward should accompany LSG Officials for a House Visit to ensure that the Govt. Services are reaching out to the deserved in a timely manner and validate whether the target groups have any other concerns that need urgent attention.
A beneficiary would contact the concerned Akshaya Entrepreneur/LSG Secretary/Official for intimating the need to deliver any required services. The official in turn would contact SannadhaSena volunteers in the locality. An available volunteer is assigned the task.
The volunteer is required to collect necessary documents pertaining to the service from beneficiary’s home. The volunteer is also required to prepare a receipt on a white paper from the beneficiary listing the documents received, specifying date, time, and signatures of the beneficiary and the volunteer. It is directed to handle original documents with utmost care. It shall be the duty of the volunteer to collect and return the documents, and to follow up the status of the request with Akshaya Centre, even if not intimated in due course.
Akshaya Centres must prepare a receipt on a white paper with the list of documents received from the concerned Volunteer, specifying date and time, along with the signatures of the Akshaya Centre entrepreneur and the volunteer. The request may be processed promptly and the volunteer shall be intimated regarding the status periodically.
No. This is not a full-time engagement. The Govt. of Kerala is keen on developing a core team of SannadhaSena Volunteers in each Ward. The volunteers may help the needy at any time that is convenient for them.
Incidental expenses incurred by the volunteers during the service may be reimbursed as per the decision of the Govt.
All Volunteers must map their exact home location on https://tinyurl.com/akshmap using username and password received through SMS. (If a volunteer has not received SMS, please get in touch with the helpdesk.) You have to use a smartphone with Location services (GPS) enabled to do the mapping.
This mapping would help the concerned officials to find volunteers nearest to the beneficiary or service location, and deploy them under any emergency. So it is requested to complete geo-mapping on OSM (Open Street Map) portal of the Government of Kerala (KSDI) at the earliest.
